国家主席胡锦涛2月26日下午在人民大会堂会见了来访的美国国务卿赖斯。赖斯表示，美方在台湾当局推动的“入联公投”问题上多次表明立场，认为“入联公投”不应举行。那么“入联公投”应该怎么表达呢？

这里的referendum就是“公民投票”的意思。Hold a referendum on the island's UN membership是就台湾申请加入联合国一事举行公民投票，简称“入联公投”，the island指的当然就是台湾岛了，因此我们也可以说a referendum on Taiwan's UN membership。
