实施“从紧货币政策”

前不久， 2008 年中国人民银行工作会议在京召开，会议重申了在当前居民消费价格指数不断增高的情况下实行从紧货币政策的重要意义，并就如何落实从紧货币政策进行了部署。那么 “ 从紧的货币政策 ” 怎么表达呢？

They said Chinese policymakers will actually tighten monetary policy further and allow the yuan to appreciate more quickly to help fight inflation after the consumer price index (CPI) for January rose 7.1 percent year-on-year, the highest level in over 11 years.

1月份消费者价格指数比去年同期上升了7.1％，达到过去11年中最高增长水平。由此，中国的政策制定部门会进一步切实紧缩货币政策，允许人民币更快升值以抑制通货膨胀。

tighten monetary policy 就是 “ 紧缩货币政策 ” ， tighten 是动词，收紧，坚固的意思；而 “ 从紧的货币政策 ” 就是 tight monetary policy 或 tight money ， “ 适度从紧的货币政策 ” 就是 moderately tight monetary polic y; 其反义词 “ 宽松的货币政策 ” 则是 easy monetary policy 。在经济报道中经常能看到从紧货币政策与审慎的财政政策同时出现，英文中常用 prudent fiscal policy 来表达后者。

“ 从紧的货币政策 ” （ tight monetary policy ）一般是指在经济出现通货膨胀时，政府财政金融管理部门通过加息等手段来抑制消费增长，控制物价的过快增长，以达到控制通货膨胀目的的政策。

相反，“ 宽松的货币政策 ” （ easy monetary policy ）则是政府财政金融管理部门采取的增加货币供给和降低利率的政策，其目的在于刺激消费，增加投资和提高 GDP 水平。

“ 财政政策 ” （ fiscal policy ）是指根据稳定经济的需要，通过财政支出与税收政策来调节总需求。增加政府支出，可以刺激总需求，从而增加国民收入，反之则压抑总需求，减少国民收入。

财政政策又分扩张性财政政策（又称积极财政政策）（ positive fiscal policy ）

紧缩性财政政策 ( tight fiscal policy ) ，和中性财政政策 ( neutral fiscal policy)
