Liao Degree [2003] No. 1 report has been accepted. After study, it is agreed that Shenyang Normal University and Fort Hays State University, Kansas, U.S cooperatively practice the education of Bachelor's Degree majored in International Economy & Trade, International Law, International Finance, Business English, Industrial Administration and so on. 500 students per year will be recruited, with four years' study. After graduation, students can get the corresponding Bachelor's Degree of Fort Hays State University.

Please strengthen the management of the program in accordance with the relevant rules. In the process of recruitment and education, exercise and perfect the system of competition and the fittest survival, stick to the standard, require strictly and guarantee quality. Pay attention to how to use of advanced foreign teaching materials, consult beneficial foreign experience, improve own school-operating level, and try to boost the quality and efficiency of cooperative education.

Please punctually report to Degrees Committee the final report about education and how Fort Hays State University will issue degrees. The Degrees Committee will organize experts to check and evaluate the process of the program.
